New building system fix

Hey, compbatant, what's the ETA on alliances update? Because right now no new building can survive for long without constant protection from a high-lvl char.
I might have a solution for the problem.


1. Introduce a new item - building block. It's a crafted object, 100% (or 70%), from 2 stones. It is used in buildings instead of stones. Needed q-ty is the same, and - most important - it's used up every 10 seconds (or 12, depending on the craft chance: 100%=12sec) instead of every minute. This way preparation time is doubled, while bulding time is shortened. Overall time spent is 8.(3)% more, which can be compensated by lowering the q-ty of blocks required by same percentage.
Planks are a crafted material already, so their use should speed up too.

2. Introduce a new object - clan resource pile. It can accessed on the clan map by any member of the clan. It may look like a chest, placed in the center of the map, or in all corners for convenience. Or you GFX designer could draw a materials heap. It shouild only accept for storage raw materials and their products - planks and building blocks. And - most importantly - it's automatically accessed and materials form it are used first when building something. Players' backpacks come second.
The piles on different clan maps do not share contents.

3. Having the resource pile introduced, make sure game returns materials when buildings are sold too, not only gold - sure, in reduced q-ty. 70% works too. Materials are placed in the pile.

This stack of suggestions solves a few problems at once:
1. No more need to protect your building to go and mine - one can prepare first, and build second.
2. Faster erection times, but same overall time needed, so less chance for building to be destroyed while erected, but still a lot of effort is needed to build smth viable.
3. Less time and resource loss in case you need your buildings moved - for surprise rule changes and new map introductions.
