minimum requirements for mage quest?

Trying to get the mage atm,I found him at the snowy area but he isnt talking and has no quests to give (i need the 2 bracelets quest).
I looked at a quest database and I dont see any quest requirements listed to start the white mage quest.

Does the party needs to be a certain level for it to activate? what am I missing?

Ok,done,just posting again in case someone else had the same issue.
I looked into my quest book and the bracelet quest was activated but I dont remember accepting that quest.I did click on the mage before trying to trigger dialog though but didnt see any.

Anyways either a bug,or I must have fell asleep and somehow missed it
