i'm not ok whis it, 15 is too much! 5 should be good but 15 is too hard, did you see these 15 guys, after 1 mounth you'll still be able PvP him, and as more server save as thats he attak you so when you kill him you no risq to be outlaw, just you can be outlaw, not legual:

I didn't think there is time limit yet, though it has been discussed... the problem imo is with the outlaw issue.. I agree it needs fixed
