After the world map gets filled we could add 2 more dimensions, like the normal one we have right now can be the Overworld, and then there can be a Hell dimension accessible through the hell quest then the portal brings you to the hell dimension. It's a very good idea, Mike!
Most of the left and top of the world is bordered by sea, so growth is mostly possible to right and down. Mike's system allows this.
But whatever system is in use, it would be great to be indicated in the map view.

Since many players have more than one alts, it's easy to just wait the one week outlaw duration without logging even on, playing non outlaw alts meanwhile. I suggest to change the one week duration so that only those days count when the player is logged on for a certain minimum time, e.g. one hour,...

A simple spell resistance factor for monsters could be added to the game mechanics, to reduce effect from spells. It could be anything between 0 and 1, 0 meaning no resistance at all - as presently, and 1 full resistance - no spell damage. Or it might even be negative, meaning easier kill for mages....
